Index-Galena Road Reopens After 17 Years
Major flooding washed out the road in 2016. On a drenching November morning, the road reopened, restoring access to popular trails in the Wild Sky Wilderness.
Seventeen years after major flooding washed it out, the Index-Galena Road reopened on a drenching November morning. The rain was coming down hard, but spirits were high — a small but cheerful gathering of elected officials, Forest Service personnel, first responders and residents in the area huddled under four tents next to the rushing North Fork Skykomish River.
Despite a torrential downpour, locals and elected officials stood shoulder-to-shoulder to officially open the Index-Galena Road. Photo by Anna Roth.
They sipped coffee and cheered, celebrating the impacts of the project's completion: restored access for residents, emergency vehicles and people who want to explore the gorgeous Wild Sky Wilderness.
Access Restored
The reopening means a huge improvement in access for this area. Since 2006, hikers and other recreators have had to access trails in this area via the Beckler River Road; a 40-mile, mostly-gravel detour about 20 miles east that bypassed Index entirely. Some locals had to use the same road to access their properties along the river.
The damage visible in the before shots (left, top) prevented residents and hikers from accessing popular parts of the Wild Sky Wilderness. Photo by Anna Roth.
The washout also meant emergency vehicles had to navigate the rough, rocky Beckler River Road. With the mostly-paved Index-Galena road reopened, emergency services will be able to respond more quickly, hikers can access popular trails more directly and locals can also get back to their properties.
There's also likely to be more visitation to the tiny town of Index, which boasts a charming and beautiful hotel with café, breweries, pubs and other shops to explore before or after your hike.
As the winter season gets underway, most of these locations will be inaccessible due to snow on trail. But you can bookmark them for later using your My Backpack account. Just sign in, and hit Save to My Backpack on the hike page, and you'll have them saved for next summer!
A sustainable solution
Snohomish County's website highlights that this project focused on minimizing environmental impacts.
"The county worked closely with local tribes and environmental agencies to ensure the design and construction of this project minimized any environmental impacts and allowed for the opportunity to repurpose any natural resources that were removed."
Attendees of the road opening check out the former roadbed, now a habitat area with kayak access (marked by the orange webbing in the photo). Photo by Anna Roth.
The road has been moved 80 feet uphill from the riverside and reinforced substantially. A 180-foot bridge now spans the creek that washed this section out, and riprap (medium-sized rock) has been tucked in around a stream coming off the hillside so that if there is flooding, the rocks will slow the flow of water. If the flow is strong enough to loosen the rocks, they'll run under the bridge rather than directly across the road, ideally preventing road damage.
Once it was cleared of the flood damage, the old roadbed was repurposed to allow kayak access. On either side of the access path, trees and shrubs have been planted to reinforce the landscape, and snags and wood piles have been placed to provide habitat for birds.
Good things come to those who wait
WTA is thrilled to have this road back open, and grateful to the hikers who spoke up with us in 2016 to support its reopening. It restores access to the Wild Sky Wilderness, adds an access point back to Glacier Peak Wilderness (accessible from the North Fork Skykomish trail) and offers improved access for hikers of all abilities, whether you prefer a short nature walk or a challenging multi-day trek. Plus, it will bring more visitation to the town of Index, bolstering their recreation economy.

StormNorm on Index-Galena Road Reopens After 17 Years
Yea road is finally open! I checked all this out a few days ago and discovered a situation that I have major concern with. Hiked to my favorite place on the N Fork Sky River that I believe is US Forest Svc land. Someone has "laid claim" to an area on the river side of the Index Galena paved road and put up threatening signs in addition to the more traditional "keep out" / "No Tresspassing" "Private Property" type signs. One sign is "mean dog WILL attack". The other is the "Don't worry about dog - Worry about owner with a revolver pointed at you sign". Signs start about 300' down a very UNUSED but gated dirt road. The gate is clearly marked as FS *** Road Gate. I have been down this road hundreds of times to get to the river to Swim / Tube / Even Camp over at least 20 years. I can't believe this could actually be a legit claim to someones private property. Any Legit owner would put signs right on the gate wouldn't they? This is beyond the "Forks of the Sky" park with green gates & Fiberglass Walk Bridge & B4 Trout Creek. SNO CO SCOPI & US Forest Svc maps seem pretty clear [IF ACCURATE ] that this is US Forest Service U.S.A. owned land.
Anyone here have any knowledge of this? How would you go about trying to find out real "ownership" ?
Even IF this land or a small part of it has been somehow "transferred" to a private party I believe the public would have some "right to access". IF the FS did a land exchange there would have been a HUGE "Notice of Intent" sign + Public Comments etc etc. Fishermen Have been coming here since 1930's most likely.
Suggestions / Ideas ? Thank You

I would start with bringing it to the attention of the local Ranger district with all the information you posted here. Ask them to verify that the area in question is indeed USFS land.
If so, ask them to ensure public access to the land.
You could also notify local law enforcement. By placing those signs there the person(s) clearly showed that they thought about this for a while. Should worst come to worst, this documentation would likely lead to any charge brought against them be prefaced with "premeditated".
Hopefully this situation can be resolved peacefully and public access restored to all public land in the area.
If nothing happens by either USFS or local law enforcement contact the local newspaper and see if they are interested in writing a story about it. That might give law enforcement some extra incentive to act.
If I was in charge of the USFS and someone would be squatting there and threatening the public with a gun, one way to force them out without an armed standoff would be to block off access to the area with ecoblocks. I doubt anyone would keep parking along the road and carrying all their stuff in.
I live in Seattle, so I'm not the person who would take on this task. Sounds like you know this area well and care about it. We need people like you who hold agencies to task for the public good!

USFS took this info seriously. I emailed pics. They said FS RD 310 is a ALWAYS locked gated old logging road. "Sort of a legacy historic". Said PUBLIC use by foot is perfectly fine. Former placer mine claim is no longer. So whoever put signs up has ZERO claim to any sort of ownership. Enjoy It!

Thank you StormNorm. Good to know. Hope the USFS is taking the signs down as I'm sure many members of the public, not knowing better, would get intimidated by those signs and stay away.

"Final Update" - FS already has already taken signs down !!!!!!!!!! I was told that "the perps" HAD cut the lock OFF the gate & put their own lock on. (A common occurence) They will try and figure WHO mite do that.
I am blown away by the quick response & action !!! Sad commentary on our times I guess?

Yes, there is an active claim from the bridge downstream for 2800 feet. The claim name is Snohomish Northwest No Name. I'd suggest looking up the BLM system for mineral claims in Washington before you get people into trouble. This is coming from a person who has permission from the claim owner to be prospecting minerals from this site.

There is also a active claim going upstream from the bridge. Washington state has this system called BLM MLRS system it has a map where you can click on active claims in washington and oregon. I highly suggest using it next time. National Park service has no jurisdiction.

@PNWMining You have any kind of link to that mining claim? BLM MLRS is federal, not state, and doesn't show claims at FR 310. Also mining claims aren't private property by default (https://www.blm.gov/programs/energy-and-minerals/mining-and-minerals/locatable-minerals/mining-claims/locating-a-claim) and the Forest Service definitley has jurisdiction of the surface and roads.

I guess I am just not going to worry about it. The ranger told me (all of us) that it was perfectly fine to use the FS 310 gate to access the river. I have never seen anyone panning for gold. I am not trying to take anything over or steal gold and even if I was "so what". There doesn't seem to be any reason to worry about or follow much laws these days. I'll refer back to the golden rule because "law" in the US has turned into a shite show and only applies to certain groups at certain times based on the political winds. If I see you down by the river just know I am not going to ransack your car on my way out or cause harm in general. That's my 2 cents. "You Do You!" as they say.
