This is a cute little Seattle City park with only about a 0.1-mile trail that connects the Fremont Troll with Bridge Way N. It's quite easy to get to; from the Fremont Troll, just look to your right.
There's an arch to welcome visitors to the park, a couple of benches as you walk through the park, an interpretive sign, a silly "turtle crossing" sign and a large rock turtle with a wooden structure over it.
If you're visiting the Fremont Troll anyway, this is a nice little addition to the visit. I wouldn't say it's a destination trip on its own, most likely.
You can make a loop if you are up for walking along the busy Bridge Way N; just walk to the top of the trail, turn left onto Bridge Way N until you hit the pedestrian stairs, and you can head down the stairs back to the Fremont Troll. (I wouldn't recommend it; it's way nicer to do this as an out-and-back because the trail is quieter and easier to walk on, but if you prefer stairs...)
Plenty of free street parking about, but I'm sure it can be harder to find a close-by spot if the troll is being heavily visited.
